Liz Powers

President & CEO

Since making the valley her home in 2006, Dr. Powers has poured her heart into caring for her neighbors—both as a dedicated family physician and as a champion for local healthcare innovation.  Because she knows a person's health is deeply tied to where they live, work, and play, she has dedicated her career to breaking down the barriers that rural communities face. Dr. Powers brings unmatched dedication, clinical wisdom, and a collaborative spirit to the team, keeping the Network of Care focused on creating a stronger, healthier, and more connected Wallowa County for everyone.  She loves to spend time outdoors adventuring and her passions are her family (husband Nic and sons Malakai and Atticus) and music, most of all her violin.

Selina Shaffer

Secretary

Selina Shaffer is proud to serve the Wallowa County community as the Secretary for the Wallowa Valley Network of Care. She believes deeply in the power of local connection and is passionate about the Network’s mission to support and uplift residents across the valley. Combining her attention to detail with a warm, collaborative spirit, Selina is dedicated to keeping the organization organized, focused, and ready to meet the needs of her neighbors.

Shellea Van Winkle

Treasurer

Shellea Van Winkle has proudly called Joseph, Oregon home since 2002. As Treasurer for the Wallowa Valley Network of Care, she combines her sharp business acumen with a deep love for her neighbors, ensuring the organization’s resources are carefully managed to best serve the community. Shellea is well-known locally for her years operating the Mountain Air Café alongside her late husband, Bob, and has spent over two decades volunteering for local initiatives and community events. When she isn’t volunteering, she cherishes spending time with her family and enjoying the beautiful Wallowa landscape.

Chantay Jett

Board Member

Chantay Jett is a native of Wallowa County who feels blessed to have had the opportunity to return to such a remarkable community. As the CEO of the Wallowa Valley Center for Wellness, she incorporates a vision of holistic health and staff self-care into her daily management. Chantay believes that everyone can discover improved mental, physical, and emotional health through active family and community support, healthy choices, and natural connection. For her own self-care, she enjoys spending time with family and friends, trail running, backpacking, water skiing, and snow skiing.

Maria Weer

Board Member

Maria Weer serves the community as an Alternative Education Teacher and as the Executive Director for Building Healthy Families. She is deeply passionate about educational equity and ensuring inclusive access to the tools and resources that youth and families need for long-term success. Outside of the office, Maria is a lover of books, coffee, plants, and the outdoors, and she loves watching her kids compete in athletics, FFA, and other activities.
